Clean Format Not De-Activate

i cant use my license after my other PC got broken and clean format it.
i didn't de-activate the license the before fixing because I cant access the system.
i already try contact the support, but this is only message I get. i tried it so many time.
but it always says this. anyone know how to fix this, I cant use my license anymore because of this.
how can I contact the Aster?
please someone can help.
